'Framework programmes' (FPs) have been the main financial tools through which the European Union supports research and development activities covering almost all scientific disciplines. FPs are proposed by the European Commission and adopted by Council and the European Parliament following a co-decision procedure. FPs have been implemented since 1984 and cover a period of five years with the last year of one FP and the first year of the following FP overlapping. The current FP is FP7, which runs up to the end of 2013.

The European Community part of FP7 is organised in four programmes corresponding to four basic components of European research:

Cooperation

  • Support will be given to the whole range of research activities carried out in trans-national cooperation, from collaborative projects and networks to the coordination of national research programmes. International cooperation between the EU and third countries is an integral part of this action.
  • This action is industry-driven and organised in four sub-programmes:
  • Collaborative research will constitute the bulk and the core of EU research funding
  • Joint Technology Initiatives will mainly be created on the basis of the work undertaken by the European Technology Platforms
  • Coordination of non-Community research programmes
  • International Cooperation

Ideas

This programme will enhance the dynamism, creativity and excellence of European research at the frontier of knowledge in all scientific and technological fields, including engineering, socio-economic sciences and the humanities. This action will be overseen by a European Research Council

People

Quantitative and qualitative strengthening of human resources in research and technology in Europe by putting into place a coherent set of Marie Curie actions.

Capacities

The objective of this action is to support research infrastructures, research for the benefit of SMEs and the research potential of European regions (Regions of Knowledge) as well as to stimulate the realisation of the full research potential (Convergence Regions) of the enlarged Union and build an effective and democratic European Knowledge society.

The ten high level themes proposed for EU action are the following:

Il FAR - Fondo per le Agevolazioni alla Ricerca - è un fondo di rotazione (ossia uno stanziamento pubblico che periodicamente viene alimentato) e si articola in due sezioni: area nazionale e aree depresse.
In base al Decreto Legislativo n. 297 del 1999 il FAR (erede del Fondo Speciale Ricerca Applicata) è gestito direttamente dal MIUR. È annualmente alimentato da appositi stanziamenti iscritti nello Stato di previsione della spesa del Ministero, dai "rientri" (capitale e interessi relativi ai crediti agevolati, eventuali rimborsi di finanziamenti ecc.), dalle economie di gestione derivanti da minori impegni rispetto a quanto stanziato negli anni precedenti, nonché da minori utilizzi rispetto all'importo dei finanziamenti concessi (rinunce, riduzione dei costi ammessi, interruzioni ecc.). Sul fondo vengono inoltre gestiti i progetti che rientrano nel Programma Operativo Nazionale (PON), cofinanziati dal Fondo Europeo di Sviluppo Regionale, dal Fondo Sociale Europeo e dal Fondo di Rotazione per l'attuazione delle Politiche Comunitarie.
È operativo dal 17 febbraio 2001 con la normativa che ha riformato il sistema di sostegno alla Ricerca industriale, accorpando in un unico provvedimento tutta la normativa precedente composta da un elevato numero di norme e regolamenti susseguitesi in un arco di oltre 30 anni.

Il sostegno è concesso alle attività di Ricerca industriale, e può estendersi anche ad attività che mirino a concretizzare i risultati della Ricerca in un progetto o in un prototipo di nuovo prodotto (o impianto pilota per un nuovo processo).

Questa la nuova specializzazione:

  • su programmi nazionali di Ricerca industriale previsti del decreto sulla competitività con il coinvolgimento di Imprese - Università - Enti pubblici ed Organismi di Ricerca
  • su spin-off e start-up conessi alla Ricerca
  • su progetti di Ricerca da parte delle PMI
